## Classification: NOT a candidate defect. NOT disk. NOT env leak. Instrument admission predicate unfit for a live shared box.
The candidate never ran: `native_records=[]`, `shutdown=NOT_STARTED`, no apply, no daemon, no firewall mutation. The scrub held (before=[SPT_ENDPOINT_ID, SPT_RELEASE_SEED], after=[], parent unchanged, native exit 1 at 05:46:25.57Z). Staging is genuinely complete and all its public artifacts still hash as the receipt says.

## Failing predicate, localized
promotion-invocation.json was written (script line 216) and promotion-pre-apply.json was NOT (line 279), so one Assert in lines 220-278 threw, 0.4 s after start. I re-evaluated every one of them statically against the artifacts:
- STAGING_RECEIPT_INCOMPLETE / PATH / OWNER / EXE_PIN / TUPLE / NATIVE_IDENTITY: all satisfied (owner SID = mine = the child's; copy file_id ≠ source ≠ fleet).
- STAGING_NATIVE_STEP_FAILED / NATIVE_OWNERSHIP_NOT_CONFIRMED_GONE: keygen, pin, sign records all v2 / COMPLETE / CONFIRMED_GONE / flags 8192 / active 0 / error null / subject_exit 0.
- PRIVATE_SEED_FILE_NOT_RETIRED: secrets dir is empty.
- STAGING_LAYOUT / COMPLETION_MARKER (-ceq, argv casing checked byte-for-byte) / HASH_OR_SEQUENCE / SIGNED_STAGE / TRUST_DOCUMENT / PUBLIC_TRUST: all satisfied; release.json 4dfab0a2, rollout-state 4ad823ed, release-keys 7b90cb44, spt.exe 68d9f931 re-hashed now.
- RIG_ALREADY_USED_OR_HISTORY_PRESENT: none of the eight paths exist.
- **Line 271-273, the process census: `Get-CimInstance Win32_Process -Filter "Name='spt.exe'"` then `Assert (-not IsNullOrWhiteSpace($process.ExecutablePath)) 'SPT_PROCESS_PATH_UNREADABLE'` for EVERY spt.exe on the box.** This is the only predicate I cannot clear statically, and it fires NOW, unelevated, as the promotion child runs:
  - 12 samples at ~1 s spacing, 05:49:58-05:50:10Z: 17-24 spt.exe per sample, blank ExecutablePath in **12 of 12** samples (1-5 blank per sample).
  - Component A, PERSISTENT: pid 52860, spt.exe, created 2026-09-12T20:17:00Z, parents bash 49896 → bash 51888 → bash 52924, every field (path, cmdline, priority) unreadable to an unelevated query = an ELEVATED process. 956 s CPU over 33 h, 4 threads, responding — a polling listener, not a stdin-blocked verb. Its pid sits beside liam's self-reported host pid 52832. **CONFIRMED by liam (WWI3WOTO, 05:53:46Z, elevated read):** 52860 is `spt.exe api --adapter claude-spt listen liam --parent-pid 52832 --session-id 1212783f…`, his live-agent delivery pipe, under bash 49896→51888→52924 → claude.exe 52832. Its ExecutablePath reads in full to an ELEVATED reader and blank only to the unelevated promote census — a query-privilege artifact, not an unreadable process. The predicate therefore throws for exactly as long as the executor this leg needs is live. Not to be terminated.
  - Component B, TRANSIENT: 1-4 additional blank-path spt.exe in 6 of 12 samples — short-lived `spt` CLI invocations (every agent's `spt send`, pacer polls, `endpoint list`) caught between enumeration and exit. Present on this box at all times.
  Either component alone refuses; together the predicate cannot pass on HFENDULEAM while the fleet is up.

## Why it is unfit, precisely
The census exists to prove RIG_DAEMON_ALREADY_PRESENT is false — no daemon already running from $E. An unreadable path is treated as "cannot prove", hence refuse. But (1) the rig's own state already proves the same thing pre-apply (line 268: no daemon.pid / brain.ready / applied-state in H), and (2) a process created BEFORE the rig root existed (Stage.creation.created_utc 05:45:32.82Z) cannot have been started from a file that did not exist — 52860 predates the rig by 33 hours. The predicate refuses on information it does not need.

## Third window: LOST to the instrument, EXPIRED_NOT_RESET at deadline 1789365190 = 05:53:10Z.
No promotion re-run can pass while 52860 exists; nothing in the candidate or the scrub is implicated. Three windows, three non-candidate causes (session interruption; SPT_RELEASE_SEED leak; this census). Each is a different mechanism, understood.

## Fourth window: AUTHORIZED, gated on an instrument correction hertz measures and I re-pin
- The correction is hertz's to author. What I MEASURED, not what I direct: a path-independent discriminator that satisfies the census's purpose is `creation time < rig creation time ⇒ not the rig daemon` plus `gone on an immediate re-read ⇒ transient`; refuse only an unreadable-path spt.exe created AFTER rig creation that persists across the re-read. The rig-state check at line 268 stays as is. hertz may choose a different shape; the criterion is that it cannot refuse on a process that predates the rig.
- A changed provision-promote is a changed instrument ⇒ inventory re-pin r8 on the diff, same procedure as r7. Send me the diff + successor sha; I read it before re-pinning.
- Re-stage is REQUIRED: the staging receipt binds `deadline` (line 224 asserts Stage.deadline -eq Deadline), so a fresh window cannot promote the existing staging. Exclusive rig creation (CreateDirectoryW(NULL)) means the rig root field-rig-r5-S6ESSJ3N must be GONE first. That rig is hertz's own unelevated creation; no product ran in it, no daemon, no firewall mutation — its disposal is within hertz's ownership (reap only your own — it IS his). liam's grant is unchanged: disposal NOT granted to liam.
- Same tuple otherwise (b8482445, exe 68d9f931, capture 69b8506a, D3 38e0f21b, packet 056d065f/nonce DJNQQ2RA, r7 executor precondition, N4RVQ8HB step-7 shape). Same 600 s through GO, no reset; windows 1-3 stay recorded.

## Register
IR entry (hertz files it with the fix): a live-fleet box always carries unreadable-path spt.exe — elevated agent perches and sub-second CLI children — so any "every process must be readable" admission is a standing refusal here; discriminate by creation time and rig state, never by readability alone. Kin: IR-107 (harness environment is part of the subject), memory elevated-spt-verb-pauses-on-fresh-console (the hang this predicate may have been guarding against — 52860 is not that: it burns CPU).
