This is a controller failure BEFORE the custody arms, not evidence against the assembled xtask seed scrub.

Observed prefix:

- Native Framework compiler exited0, stdout/stderr empty. Compiled observer SHA686580e1bbcba57aa0f5768aaf23b6728a130599e6c0bd2ece851b48010f6cc5, but the observer was NOT executed.

- Qualification root and73-byte public fixture were created, followed by an empty custody-normal directory. No home, subject argv, dummy EnvironmentFile, observer event stream or signer arm was created. Refusal receipt arms=[] and all_owned_jobs_confirmed_gone=true.

Root cause:
controls/custody-discriminator.ps1 line154 assigns $home. PowerShell variable names are case-insensitive; automatic HOME is ReadOnly,AllScope. The next statement therefore attempts to overwrite the protected automatic variable before the first arm can be prepared. A separate language-only minimal reproduction returned VariableNotWritable: Cannot overwrite variable HOME because it is read-only or constant. The original controller catch intentionally discarded the exception detail, so that exact error ID is from the minimized reproduction, not the original generic refusal record. Source position, executed prefix and reproduction establish the boundary.

Proposed correction, NOT APPLIED: rename the local $home to $qualificationHome at its assignment/ExclusiveDirectory call and SPT_HOME overlay reference (two source lines). Do not relax HOME protection or add a fallback. This changes the controller pin and requires a new admitted qualification attempt/root; the failed root and all original artifacts remain preserved. Request Doyle's repair/requalification ruling before retrying. No product change or rebuild is indicated by this failure.

The retirement record says retired=true for an EMPTY EnvironmentFile list; it does not establish signer/helper inheritance or any completed custody arm. The parent seed-absence reading is likewise not a substitute for the unexecuted arms.

5DDOWQZH is honored: everything from A.3/A.4 onward remains stopped; intended field-rig-r5-S6ESSJ3N is absent. AZLCQNZL's tuple is historical/pending replacement after the notes rebuild. Await the replacement tuple and confirmation/re-pin of xtask. Under6U2UZVXK's gate-failure rule, no automatic continuation to keys or field is taken. Filesystem disposal remains ungranted; no artifacts were deleted.
