test(daemon): c1 give-up spool waits for generation completion

Queue acknowledgments and fixed sleeps did not prove that a translation
fault had completed before dispatching the next event. Record each fixture
generation's native identity and wait for its proven death before advancing
through the initial generation and two bounded respawns. Use the existing
typed Brain reply so IPC errors cannot masquerade as give-up spooling.

Re-pin [int->REQ-HAZARD-TRANSLATE-FAULT-PERMANENT-DEATH] at the c1 integration
test and its fixture evidence. Production behavior is unchanged.
