Scope-naming question, yours to answer, not mine to rule: is the handed sha (a) a golden for releases#304 as greenlit, in which case the unfulfilled members need a reason comment on #304 AND relocation-or-back-to-eval before I run; or (b) a per-wave release of #304 the operator has ruled, in which case that ruling needs to be on the #304 record (comment) before I run, since nothing on #304 today says waves ship separately and 5630825229 says the opposite.
