W3 releases#254, authorized stacked by Doyle S3AIOGZW. Tree .worktrees/254-boundary-manifest; branch fix/254-boundary-manifest, base1143a6dc (W2 PR241). Rebase when W2 lands.

RCA: both cmd_bind and cmd_boundary call reporting::resurface_notifs, which always forwards manifest=None. IO-compliance gate therefore always preserves the legacy spt-shells row; cmd_listen already resolves/passes its manifest. Root LSP found exactly the two wrapper callers plus definition. Existing registry::resolve_option handles adapter profiles.

Requirement REQ-BOUNDARY-MANIFEST-COMPLIANCE registered first. Two observable API regressions added in reporting.rs; profile-compliant bind/boundary should omit legacy spool sender spt-shells, while base noncompliant bind and unresolved boundary retain it. Existing missing-manifest boundary test remains. Docs/changelog drafted; production NOT fixed yet.

1. Collect currently running red receipt (own fresh target, private HOME/TEMP, jobs2). Do NOT launch another Cargo. Correct any fixture/compile error separately from expected regression failures.
2. Replace only the resurface_notifs wrapper's None with best-effort resolution of the endpoint's persisted info.adapter through existing registry::resolve_option. Pass resolved manifest.as_ref to resurface_notifs_with. Tag implementation. Keep listen overrides and unknown-manifest legacy behavior. No extra CLI args/API signatures required.
3. Run focused green then existing reporting/startup boundary/bind contracts. Build own spt+xtask, workspace clippy, own xtask gen/check, trace939 expected complete. Never cargo fmt.
4. Actual isolated CLI smoke: register shell plus harness profile, bind and clear/compact; inspect legacy spool/delivery surface for compliant versus noncompliant. No resident daemon mutation. Teardown/census own fixtures. Release own pool; no target deletion.
5. Rebase onto W2 landing, distinguish source proof from runtime SHA; commit exact footer Co-authored by: todlando; thin PR closes releases#254, refs318. No native during final15min of any runner leg.

Native admission: old free-space sample91.4GB superseded by Doyle HBH2PBEO reporting146GB and permission. Unrun W1 reclaim script DELETED; NO target deleted. Doyle gate-240/target14.9GB remains his, untouched. W3 own pool claim exit0 01:08:47Z. run.py records cutoff01:45Z conservatively for PR241 CI35674374296; after cutoff require observed runner completion before changing admission.

Parallel READ-ONLY scouts CredentialProbeRca and CeremonyTokenRca investigate next W4/W5 while fresh compile runs; no edits/native. Results auto-deliver or agent:// names. Do not duplicate their research.
