Policy: every endpoint/scope gets PortmapperConfig::Disabled. EndpointPurpose and purpose-specific helper removed; existing bind_scoped used everywhere. Relay/discovery/hole-punch/IP-family behavior unchanged. Existing owned meet lifecycle preserved. No diagnostic code/fork changes in remedy.
