Exactly [1] + OK: ZERO rows. OK+[5,1]:15 rows. Inactive+[5,20]:4 rows, exactly the Package-bearing set. Adding only Package Any to minimal policy changes OK/[5,1] to Inactive/[5,20]. Removing LocalUser or all three user/machine arguments from S2 does not repair the Inactive state. The original LocalUser hypothesis is refuted. No raw arrays were filtered or reinterpreted.
