## Verdict

**Complete (mp4 artifact WAIVED by operator 2026-05-17).** The live disconnect/reconnect debug loop is resolved and documented. The formal `06.4-CLI-08-milestone.mp4` artifact is waived — REQ-CLI-08 coverage is satisfied by Phase 06.5 drill 4 (two-player CLI-08 PASS on the static-asset-split staging deploy, recorded in 06.5 verification).

## Completed

- Created `06.4-VERIFICATION.md` with a per-finding roll-up.
- Recorded D-51c as PASS based on staging operator reconnectLog and successful deploy.
- Archived the resolved debug session under `.planning/debug/resolved/`.

## Waiver Rationale

Operator moved on to Phase 06.5 (and beyond) before capturing the 06.4-specific mp4. REQ-CLI-08 (two players move + chat on deployed server) is already covered by:

- Phase 06.5 drill 4 — two-player CLI-08 PASS on staging.
- Phase 06.5 verifier PASS @ 2026-05-17T00:01:46Z.

Re-capturing a 06.4-stamped mp4 adds no new evidence; waived.
