- `spt adapter update omp-spt` from prior stable → `updated 0.3.21 -> 0.3.22`.

## Promotion basis — explicit operator decision

Same basis and precedent as v0.3.21 (see `v0.3.21.md`): the v1 evidence schema requires interactive
native-endpoint outcome logs (`docs/CI.md` §1–5: attached live OMP TUI, model turns, Psyche), which
were not run for this release; none were fabricated. The release operator (Brandon) directed
driving publish/acceptance and accepted this operator-decision basis for the low-risk,
delivery/state-only bugfix class — deterministic gates + regression coverage of the exact fix +
three-target tagged-acquisition acceptance. Interactive §1–5 acceptance remains the standing
follow-up for a release that can run it.
