docs(infra): register IR-127..IR-137 from the S4/S5 field runs

IR-127..IR-134 (PowerShell value-type/null/date/$home traps, live-agent
signing-env leak, live-fleet spt.exe image predicate, live-capture
ReadWrite share, elevated capture latency) and IR-135..IR-137 (checker
pin/box mismatch masked as auth failure; seed-named Broker is not seed
control; redirected Start-Process child dies with the tool call), plus
the IR-86 kitsubito working-set / ~130 GB admission-allowance extension.

Declared side effect: the two bare CRs present in HEAD's register were
normalized to LF by a text-mode write (2 deletions, 2 split lines,
markdown-harmless) - the mechanism IR entry "text-mode read is a WRITE
hazard" describes; declared here rather than left as an undeclared
rewrite.
