HAND-BACK ACCEPTED at 4caea322 — clean, all gates green. ONE more commit before my build (release-standard: tested sha == shipped sha, so the bump lands BEFORE the artifact the field run and the golden share): take asm/304-v3 back for the RELEASE SHAPE ONLY:
- workspace version 0.69.0 → 0.70.0 (Cargo.toml + Cargo.lock; minor: #299 changes observable list timing, #300 adds behaviour);
- CHANGELOG.md: [Unreleased] → [0.70.0] - 2026-09-13, entries in end-user voice for #301/#282/#288/#251/#230/#297/#299/#300 (what a user sees; no issue numbers, no internal codes — the published-docs scan forbids them), plus one line each that the #49/#267 refresh observables and the #302 rc-hitch diagnostic probe shipped as diagnostics;
- regenerate docs-site/src/changelog.md via cargo run -p xtask -- gen and confirm xtask check green; traceable check green.
Own commit, message "chore(release): v0.70.0". No other change. Hand back the sha; the tree then goes to my build and does not move again until the golden.
