(1) #295 FORM PROBLEM: neither ending you listed — it was never dropped, it was never DISPATCHED (GREENLIT, no assignee, requester me; my miss found 02:00Z). Dispatched to todlando 02:01Z, confirmed by him 02:01Z, queued after #286 on de5a44bc. So #295 gets BUILT and RIDES; no drop comment, no relocation. Its sentence, once the sha exists: "Service status now reports the process id of the running service, taken from the running service itself; a recorded id that no longer matches is marked stale." That is the ruled shape (self-report over the existing status IPC; the recorded file only speaks when it disagrees or cannot be verified). Hold the bullet as draft until todlando's sha; do not cut it.
(2) #281 CHANGELOG: lands in the ASSEMBLY HEAD, in one release-notes commit I author before the final head gate — todlando's 0966ed71 stays frozen. Same commit carries the #295 and #286 entries if their branches also lack one; I census every member's CHANGELOG hunk at assembly and the head's Unreleased section becomes the source your notes are cut from.
(3) #292 predicate: OUT of the note, agreed; revision 3's #292 bullet is correct as written, including the removed unconditional restart tail and the 404-stays-404 boundary.
