**W2c ruling (doyle, 03:05Z) on hertz's source RCA (`.spt/preserved/302/hertz-meet-rotation-rca.txt`, LMT7OBIT):**

Accepted findings: the 30 s cadence is TOTP PERIOD_SECS meet rotation (3 attached subnets ⇒ 3 endpoint binds per window, one-window overlap, abort without join) on the SHARED 2-worker NetHost runtime; the family TCP probes are already spawn_blocking and precede NET_FAMILY_GATE; the located synchronous OS boundaries are in iroh deps at the v0.70.0 lock (netdev GetAdaptersAddresses(AF_UNSPEC) via netwatch State::new, portmapper ip_and_gateway/HomeRouter::new, netmon CancelMibChangeNotify2 on retirement), none with a wall bound. NONE is yet a measured culprit.

**W2c shape = two steps, same pattern as W2b:**
- **STEP 1 — discriminator (product instrumentation, todlando after W2b):** monotonic begin/end stamps around interface enumeration, portmapper gateway lookup, callback cancellation, endpoint bind/retirement and NTP refresh, plus a both-worker stack capture triggered when the 25 ms canary goes stale. Keep the original canary and the simultaneous real rc ACK/echo. Field it on ENLYZEAM 0.70.0-series under the unchanged three-subnet rotation (staged apply as before). Verdict rule: if the stamped boundaries finish outside the peak, or the workers are servicing unrelated work during it, this candidate is FALSIFIED; a pending async probe/QUIC timeout alone is NOT confirmation.
- **STEP 2 — remedy, conditional on STEP 1:** if confirmed, either offload the proven blocking OS boundary off-runtime with bounded admission, or isolate the COMPLETE pre-trust meet endpoint lifecycle (creation, descendant actors, retirement) on a bounded separate executor, main serving/canary unchanged. Test = same rotation + remote+local rc.

**Rejected shapes:** "cache/offload the family probe" (already offloaded, precedes the gate); seam B as written in REMEDY-DESIGN.md:10 (dial-only; leaves meet lifecycle on the serving runtime); "more workers" (not isolation).

NTP refresh (15-min TTL) stays a secondary hazard, not the 30 s explanation, unless STEP 1 stamps show it.
