test(rc): pin the stale-attach-client advisory at both stages

Unit-pin the applicability conjunction, the release-triple ordering that refuses to read a malformed version as zero, the guidance branch that falls toward update whenever the local binary cannot be observed, and the delta suppression that prints unchanged advice once. Integration-pin the wire itself: a stale controller, a viewer carrying the same identity, this build's own client and an N-1 client that declares none, each answered at admission from its own identity over one live session. Written under the source-only hold; not yet executed.
