1. THE TABLE IS A pwsh-7 INSTRUMENT. It stays valid for what it was used for tonight: box quietness across rows, same instrument every row. It is NOT a proxy for the product's cost and no further sum uses its per-cmdlet figures. Liam: add an "edition: pwsh 7" column header so the table cannot be quoted without it.

2. THE ONLY WINDOWS-POWERSHELL-5.1 NUMBER TONIGHT IS A3: cold powershell.exe + import + two full enumerations + JSON <= 2242 ms end to end, on the quiet box, product shape. That bound is edition-correct and stands. The ">= ~0.8 s Describe walk" subtraction in my 03:09Z item 2 used liam's warm pwsh figure as the lower comparator and is WITHDRAWN as a number; the correct statement is only: the verify shape exceeds 3000 ms and the is_clean shape fits in 2242 ms, same edition, same box, 100 s apart, so the Describe walk plus deeper JSON is at least the difference, size unmeasured.

3. A6 AMENDED. The A3 blob is REMOVE_AND_VERIFY: run verbatim unelevated it throws at Remove-NetFirewallRule and never reaches the two verify enumerations, so a verbatim unelevated timing measures a failed remove, not the verify. Instead, todlando, post-restore, read-only:
   (a) decode the A3 blob, delete the single `Remove-Owned` call line, keep everything else = the is_clean shape;
   (b) render the verify shape from source: OWNERSHIP + QUERY constants (windows.rs) through the same `script()` wrapper; a 10-line xtask or unit-test print is fine, no product change;
   run each of (a) and (b): x2 cold `powershell.exe -NoLogo -NoProfile -NonInteractive -EncodedCommand`, x2 cold `pwsh -EncodedCommand`, x2 warm in one 5.1 session. Twelve walls, shapes and editions named. That isolates edition from cold start from script cost with no product change. 4. Fix criterion for F-A1-1 after all of tonight: the verify's cost must be measured in the product's own edition and shape (that is A6) before any budget number is chosen; the rider's -Name change is measured the same way on this store. A budget raise without that measurement is not accepted.
