Operator public IP captured 2026-05-08: `107.131.129.74`.

**Why:** RESTORE.md §9 "Access Hardening" describes locking the Fly Proxy and OpenObserve UI to specific IPs (D-04 staging IP allowlist, D-15 obs UI access). The Phase 5 staging-invite middleware is layer 1; IP allowlist is layer 2.

**How to apply:** When configuring Fly Proxy IP allowlists or `fly ips allocate-private`/firewall rules, this is the operator's source IP. Verify it hasn't changed at session start with `curl -s https://api.ipify.org` — residential IPs rotate. Don't burn it into committed config; live in Fly secrets / `fly proxy` flags only.
