Operator (2026-08-21, PORTER #205 drive): "whenever hertz or another local endpoint you
need is offline, you can wake them yourself."

**Why:** An offline builder stalls a dispatched lane; a queued brief only drains when the
target listens. Waiting for the operator to wake them was never required.

**How to apply:** When a LOCAL (this-node) endpoint you need is offline, wake it yourself,
then continue — the spooled brief drains on its wake. Scope is local endpoints on this
node; do not assume it covers other machines' agents. Verb MEASURED 2026-08-27:
`spt endpoint resume <id>` (resumes latest session in its own project folder; exit 0,
ENDPOINT_RUN_STARTED, pid printed). Siblings: `start` = NEW session, `wake` = resting-not-offline
only, `spt go <id>` = resume-and-attach. Used to wake hertz for the IR-66 rider drain.
