Roundup: 14 requests DONE — includes **#199, an orphan closed 14 min before v0.59.0's publish that v0.59.0's release verb evidently missed**; v0.60.0's sweep caught it correctly (verb keys on closedAt < publishedAt, unassociated-yet).

Three golden runs to green, each red mechanism-read before respin:
1. **r1 (32620361749)** red: `er_briefing_presented_e2e` clause 4 both platforms — #208's new-session sweep ate the #164 rescue's retained UNDELIVERED row. Doyle ruled clause 4 SAME-SESSION; fix = REQ amendment + repin, NO product change. The never-executed-cells list's entry for #208 reasoned only about DELIVERED-row cousins — the undelivered-row acceptance cell was the uncovered neighbor.
2. **r2 (32629308335)** red ×2: (a) Linux clippy `-D` on `install_firewall_wiring_e2e.rs` — `#[cfg(not(windows))] { return; }` made the tail unreachable on Linux only; NEWLY-REACHED not newly-introduced (golden's clippy step runs AFTER the test phases, so r1's Phase-B death masked it; gate clippy was Windows-side — [[cfg-gated-code-is-invisible-to-the-other-platform-gate]] verbatim). Doyle added a kitsubito clippy leg to his gate. (b) Windows `endpoint_autostart_e2e` PRECONDITION panic (`NODE_KEY_FAIL` + docs-port 5474 collision with the resident fleet) — environment-candidate, folded into r3, green there; IR row owed for well-known-port collisions between CI e2e daemons and resident fleet.
3. **r3 (32631346858)** GREEN all 9 jobs.
