**v0.39.1 counter 69 PUBLISHED @728bdec 2026-07-21 (deployah).** Patch off main @c6770bd (PR #44 merge): the two-seam wave — resize geometry epoch/barrier fix (broker.rs begin/mark_issued/commit/abort_resize + held-segment replay + settle) + bind→listen hosting-topology custody fix + overlapping-resize serialization. PR #45, merged on 7/7 green, tagged, signed rel-primary-2026, update-set v69 all 3 platforms, Latest verified flipped.

**Changelog shape (two doyle rulings, both applied):** 3 Fixed + 1 Known + 1 Internal.
- FIRST USE of a `### Known` subsection in the public notes — operator-accepted cold-attach-during-transition residual, published in user-observable words only (no epoch/barrier vocabulary). Precedent: honest residuals a user can hit get published; internal vocabulary never does.
- Continuity-without-citation: the resize Fixed line says behavior "could STILL leave the screen garbled… damage persisted into later attaches" — no reference to prior release notes as a document (notes describe behavior, not other notes).

**Process lesson (deployah — CORRECTED by author at v0.39.2 cut, keep the corrected form):** CI queue sat ~12min = the runner-deaf signature; it was ordinary contention + run-finalization lag. deployah's original "busy:true settled it in one call" claim was RETRACTED as overconfident: a SINGLE process/API sample cannot distinguish an idle runner from one BETWEEN jobs, and a run sitting in_progress with all jobs complete is FINALIZATION LAG before it is a zombie (their force-cancel got a 409 — the run had already finalized itself). Both claims need a second sample or a job-assignment query — [[absence-needs-sibling-probe]] applied to runner state. Extends [[runner-online-but-deaf]].

**⭐ A RELAYED GO IS NOT A GO (deployah, kept):** todlando relayed "RELEASE GO from doyle". I prepped in parallel — everything before merge is reversible — but verified with doyle DIRECTLY before merging, and that round is what surfaced both rulings above, neither of which was mine to decide alone. Verifying cost nothing and lost no time. Confirms the second clause of [[no-version-floor-before-it-ships]].
