v0.38.1 PATCH PUBLISHED — counter **67** @9ec831c (PR #33), 2026-07-18 (Latest flip 2026-07-19 UTC). RC-RENDER-TRUTH **W4** fast-follow (build PR #32 @610027e, doyle gate PASS 597/597 scoped, clippy 0, traceable 0).

**User-facing (2 Fixed + 1 Internal):** (1) a session controlled from another window on the SAME machine reads "controlled locally" in picker + `spt endpoint info` instead of a raw node id (plain `spt rc` on already-controlled-elsewhere is REFUSED with View/Take guidance BY DESIGN — not a regression); (2) an spt-hosted session reliably stays online + restores its terminal across daemon restart (even when bound over a prior listener on the same id), and dead hybrid rows no longer linger as falsely-active. Internal: `spt rc` builds a single attach pump per session (was two), removing a duplicated startup diagnostic.

**Banner ruling:** deployah initially placed the doubled-banner fix as Fixed, flagged to doyle. doyle ruled COLLAPSE TO INTERNAL (diagnostic-log hygiene, not user-facing behavior — release-notes-enduser-voice standard "internal→one Internal line"). Applied as second release commit. Precedent: cosmetic/diagnostic banner changes → Internal, not Fixed.

**Ceremony (clean):** counter 67 VERIFIED from published metadata (v0.38.0=66). Bump 0.38.0→0.38.1: Cargo.toml + 11 first-party lock lines, zero third-party. `xtask gen` no drift (LE-only). Ladder contiguous, 0.38.0 intact. doyle pre-merge PASS → banner edit → CI ALL GREEN (kitsubito test passed — the known registry_lifecycle load-timing flake did NOT fire, no rerun needed). Tagged main HEAD, release.yml green. Signed rel-primary-2026, verified vs SHA256SUMS, update-set v67. Latest flipped, counter=67 confirmed.

**Gotcha recurred again:** 6 leaked dev-target `spt.exe` pre-killed scoped-by-path before `xtask gen`. Now a standing pre-step. See [[v0380-published]], [[v0370-published]].

Known pre-existing flake (NOT a defect): `spt-daemon::registry_lifecycle::oneway_rounds_plateau_rows_seats_and_a_refresh_replays_nothing` — load-sensitive kitsubito timing race, reds main identically, Windows passes, registry code untouched. Rerun --failed once if it blocks a merge; never re-tag.

hertz field-verifies from Latest. Release lane PARKED. RC-RENDER-TRUTH now W1-W4 all shipped (v0.38.0 c66 + v0.38.1 c67).
