Engine-room keeps a seat ledger of "ENGINE ROOM — session briefing" copies and reports each
as a datum "for the releases#204 ledger" (copy 8 reported 2026-09-01). Ruled 2026-09-02 (doyle):

- **One identical copy per session start = BY DESIGN.** Post-#164/#177 a session opens
  briefed; a single startup copy is the fix working, not a recurrence. No defect.
- **The original 6-message burst within one session = releases#208's mechanism verbatim**
  (retained rows accumulate across failed bring-ups, all deliver at the first working
  session). #208 is DONE — shipped via TURNKEY #212, lane `fix/208-session-scoped-briefing`
  @ 9d0e9cb6, gate-approved 2026-08-22.
- **Open reconciliation (engine-room's leg): date the burst vs the node's version then.**
  Pre-fix ⇒ explained, ledger closes. On a ≥fix version ⇒ #208 regression ⇒ NEW issue with
  the seat ledger attached.
- **Never ledger post-close datums as comments on a DONE issue** — #204 and #208 are both
  closed; measured 2026-09-02 that #204 carries no post-close ledger comments. New evidence
  gets a NEW filing referencing the old mechanism.

**Why:** a copy-N datum reads as "still broken" unless the by-design/burst split is in hand;
re-deriving it costs a board sweep each time.
**How to apply:** on the next engine-room copy datum — accept singles silently; a new
multi-copy burst or a post-fix-dated burst is the only thing that files. See
