v0.8.3 PUBLIC 2026-06-17 (counter 19); PATCH 0.8.2→0.8.3; broker-side QUIC-op bound = the deferred pump-IPC B-half (DEFERRED.md:42). A dead/unresponsive subnet roster peer no longer wedges the daemon peer-sync loop unbounded — fails fast as recoverable error, retried next cycle; healthy nodes unaffected. Fixes the HFENDULEAM live recurrence (~93min frozen heartbeat, brain gen0 never restarted). See [[peer-pump-stall-bhalf-confirmed]].

deployah full self-drive clean, no retag. Flow: merge PR#19 (0548c48) → bump b6470c1 (Cargo.toml + CHANGELOG [0.8.3] doyle-vetted intro verbatim + Cargo.lock 11 first-party only) → CI green BOTH runners → tag v0.8.3 @ b6470c1 → sign+publish (rel-primary-2026, update-set v19). Hashes: linux `65325788d7df86b5…` / win `7229cf078c0402d6…`. doyle pinged for hash check.

GOTCHAS this run:
- CARGO.LOCK first-party bump: perl `name=...\nversion=...` multi-line loop matched 0 (anchors misfired); switched to **awk** gating `version = "0.8.2"` on preceding first-party `name` line. Spared third-party @ 0.8.2: acto, compact_str, dlopen2, litemap, yoke-derive. (3 pre-existing third-party already @ 0.8.3.)
- `git worktree add <relpath>` resolved relative to the `-C` dir → landed nested INSIDE repo; use ABSOLUTE worktree path. main still locked in spt-core-doyle wt → throwaway `--detach` worktree at origin/main, push HEAD:main (v0.7.2 drill).
- SPT_RELEASE_SEED already in deployah env (raw hex) → no pw-manager cmd needed for release-publish.
- No reword of doyle's intro → no pre-tag body ping needed (doyle relayed exact body in GO msg).

Publisher leg proven 13× (counter 7-19). v0.8.1 perri proof (REQ-INSTALL-11 + F-006) still independent/pending. See [[v082-published]].
